Well...Do the pulley halves on the top drive close all the way tight making the belt rise to the very topIJ If not, the thrust bearing on that shaft may be bad which would mess with the stroke of the adjusting yoke where it's threaded. Or, can you get more stroke by moving the stop limit nut on the threaded rod closer to the body of the machineIJ Also, the sliding pulley half must be able to slide in or out freely, and not bind for any reason. I assume the primary drive belt to the upper fan shaft is in good order, not slipping etc.
