If P_S works ok you must have problem in valve.Should lift head even if lines were dry.Fluid will compress and or expell air and lift header.

open your header lockup valve

Found the problem. Header lift fuse blew at same time as hook up of rebuilt cylinders. Stole the auger swing out fuse and placed in header lift spot now all is well but need to buy more 10A fuses. Thanks
