There is a procedure to purge the air from that system after a coolant change or after replacing the heater valve. To start, that style heater valve has been somewhat troublesome. The new style on model year 2000 combines are much better and not as complex. Bad part is that they are not a direct replacement to the old style. Internally the two are much different. After changing the coolant, run the engine until you reach operating temp. Turn the temp. control knob to the warmest setting and the blower fan between mid and max speed. What this will do is open the valve butterfly all the way to allow any trapped air to escape. After a short period of time you should feel the air steadily get warmer.
