There are three things I can think of that could cause this. The first, as larry said, could be that the double nuts on the allthread shaft could be set wrong, limiting the amount of travel. look at the threaded shaft and see if the adjusting block is against the inside set of double nuts. If so, move them back toward the machine until you can get the desired speed. Don't move them too much, as these nuts set the limits too keep you from walking the belt off the pulleys. The second thing could be that the threads on the shaft are gunked up with hardened grease or dirt, or are rusted, and won't let the block move far enough on the shaft. The third thing could be in the lower driven pulley. The pulley halves ride on three stems, and we have had them seize up. This keeps the bottom pulley from moving together as the top pulley moves apart, and lets the belt get too loose. lightly coat with never-seize. Hope this helps.
