Sounds like your signal valve is not being energized at the same time as the function you are asking for. The purpose of the signal valve is to connect PFC pump output to the signal line, thus putting the pump at high pressure standby. By steering you are accomplishing the same thing. In the electrical system there are several 6 pin diode packs that prevent electrical backfeeding turning on more than the requested function. You probably have one of these either with an open or a bad connection.
