Not familiar with 516 but any time I have head gasket problems I get a bottoming tap and clean the threads in the block and make sure the bolts don't bottom out. Then polish the bolt threads with a wire brush and oil the threads and under the shoulder of the bolt to reduce all friction when torquing. I always reface heads when gasket blows.
