When I ran into that problem it was a defective relief valve which is in the main hydraulic valve under the operator cab. You can check it by plugging a high pressure guage (5000lb guage is best) into the reel lift plug in and pulling the lever in the cab. The pressure should be 2000 -2250 psi if I remember correctly. If it is over that replace the valve. If the pressure is to high it will push oil out between the pump sections regardless of how good the seals are.
