Yes make sure the runners on the rear side of head are contacting the 1_2" stop bolts. If they are not you need to take apart your spring_rod_tube assemblies and in the bottom of the tubes gets packed with dirt, thus not letting the runners go all the way down. Clean out all those tubes and then play with the springs and it should work great.
