check external linkage of draft control on left side of three point, it may have came loose and flipped over, spring broke, etc. then take top cover off three point and see if three point lever will move the spool of the servo valve. be carefull, when the spool moves out of valve body the three point will come down faster than you can move. also the check ball in the servo may be stuck. just be carefull, maybe support the three point arm with loader and chain.

If memory serves me correctly, the 9190 is similar to the Whites of that same era, in which case it could be a Schrader valve (check spelling). You access the Schrader valve by pulling the tower off and removing the housing, which is held by (I believe) 4 9_16's and 1 1_2 bolts. The 3ph WIll come down rapidly when you remove the tower! Thank you a lot for your help guys i do believe that when i looked there was a spring broke and the hitch load response arm was loose and i didnt think that was right so i think it could very well be that spring. thank you guys for your help!!
