It really sounds like one of your injectors is failing...If you are getting excessive blue diesel smoke at idle, you obviously arent getting a very clean burn. Either screwy injector patterns, or low on compression (seems like the bigger Cummin's need a little more compushin' anyways). Try some fuel filters. Could be you IP I guess too. How does it run at higher RPM'sIJ Shawn

Be carful with the M11, l10 was replaced with M11 for more HP an l10 was thought to have problem with dropping valves, but as it turns out M11 has a history of valve problems, it likes to drop one every once in a while, hard to beat the old 855ci or the N14 just good old hard pullers!!!!!!!!!! good luck!!!!!!!!!!

I tried a new fuel filter, didnt make a difference. At higher RPM's it still runs rough with no power the weird thing is that every once and a while when you start it, it will idle so smooth and wont have any smoke.

Are you sure the air cleaner is open and the turbo is getting good airIJ

The M11 is famous for injector failure, We have 3 of them in semi tractors and have had problems with all of them. We are now buying caterpillar C15's
