What size tires are on the back of the 9690IJ If you have what I think are the small ones, 14.9x24s, that's your problem. What used to help on the 8780s was to reverse the back axle flanges to lift the back of the combine to essentially change the pitch or angle of the sieves to lean forward. This can help shoe loss immensely. Don't think this can be done on the 9690s without some ingenuity because it's a new axle. You shouldn't run blanks or insert wires in concaves in corn. Rather, use the length of the rotor to get distribution right by opening up the concave to 1.5 or even more if necessary so that the corn isn't all being threshed in the first two concaves. Not sure what you mean by fluffed up corn, but if you're fighting lots of stalks breaking at the head and trying to feed them into the machine, there is a spike kit for these corn heads that bolts to the center of the auger to feed in stalks in this condition. Install it if you don't already have it. It comes in 2 parts that clamp around the auger tube in the center and has 3-4" long spikes to grab stalks. let us know how you're getting along and good luck.
