Might sound a bit harsh but if your thinking of welding, maybe try this firstIJ Get some dry dirt or sand and coat the clutch down good with it. I assume you have taken it apart to make sure no oil or grease has gotten in it somehowIJ JD

Have you checked the condition of the slip clutch plates on the end of the augerIJ You can probably tighten the bolts up enough to cure your problem. If that still doesn't take care of it, you can replace the slip clutch discs pretty easily. It's more expensive than welding, but probably a better solution. I'm guessing though that you'll probably be able to tighten the clutch up enough to do the job if you haven't already tried that.
