Found the problem. Previous owner put a new spring in the valve, but it's not the right one. Put in the correct spring, everything works OK.

Thanks for the update. You are lucky to have found the problem so quickly. Maybe the previous owner traded a perfectly good machine because he put the wrong spring in there. How did you discover itIJ All of us are do-it-yourselfers. The trouble comes in when some of us dont have a clue what we are doing. I bought a used R70 from a guy who was having all kinds of trouble with his feeder house drive belt because he assembled the bearing incorrectly. The service manual is very specific on how to do it but he either didnt read it or didnt have one. Tom in MN

Well, when the lever wouldn't go into detent with the set screw all the way out, I traced the rod back to the valve stack to check on adjustment. That's when I noticed that the spool wasn't going in as far on that valve as the spools on the other valves in the stack were going in. I also noticed that that particular rod needed more force to go in as far as it did. I looked in my parts manual to see what was in there (just to make sure I wasn't going to wreck something),and then I pulled the end cap off, and that's when I found the too-heavy spring.
