the fans run when the compressor does. The compressor runs til it gets cold enuff to trip the thermostat. If it doesn't get cold it will run all the time. Condensor requires daily cleaning.
Check to see if your Air con Pump has not got a seized bearing in the clutch! as this is one spot that we have to check yearly to make sure it's all nice and free!!
