Any ranchers sold meat to distributors with food box contracts?

From my understanding, $258 million was designated for the badly hit meat sector but i noticed the food boxes require "pre-cooked" meat. Does this mean ranchers have to process and cook meat to be eligible to receive compensation or do distributors purchase cuts and cook it themselves? Can anyone clarify this for me?

I'm not part of that program, but from what I've read, it's very much up in the air as to what will happen. Some of the contracts that were awarded have even been pulled back, which is costing those farmers and ranchers tons of money. It looks like just about anything goes from reading the website though.
