A New Holland CX should do the job for you. It is popular in Europe where they like to cut close to the ground and bale good straw. The CX has a beater and a second rotary separator (looks similar to a spike tooth cylinder) behind the cylinder with concaves under the whole deal so that they get most of the grain out of the straw before it gets to the walkers. A Cat_Claas with walkers would be another good choice and it too has additional separation in front and behind the cylinder to get out the grain. I think the Claas can be had with straw kinkers on top of the walkers too for use in heavy straw.

What we like to do is head the crop and come back in behind the combine with a haybine or diskbine. We make 12 foot windrows that are easy to bale or rake together.
