I'm not sure I follow all the aspects of the situation, but if G-d is our father, we are all brothers. With the way anti discrimination laws in place and the williness of civil rights attorneys to jump on cases I can't imagine way any business or government agency would play around with race discrimination. I think it would be wise to avoid even the appearance of discrimination. In fact if a business or FSA agency is going to go against a black farmer, I would think it would have to do a better than normal job of making sure everything is correct and double checked by legal staff. Folks are folks and good and poor business practices can be practiced by any race, creed, sex, planet of origin, etc. I just think the folks accused better have a very good case for why things worked the way they did, otherwise there is going to be a Hildebrandt paying cash for a 2388 (or even a 8010) in the near future.
