Had that same problem with my 7020PD over winter several years ago. You need to clean and lubricate all the linkages from the floor buttons to the actuating valve. It took a mallet to break it loose after I had cleaned and lubed everything. I worked the buttons back and forth several time with the mallet before it was willing to shift with foot or finger actuation. After that experience I made sure to lube the linkages frequently. It never froze again. You might find the diff lock button in the same shape, clean and lube it too. The 7010 and 7020 were great machines for their era. I owned a 7000 and 7020 and much prefered the 7020_Black belly machine.
