I would suspect you have chaffer and sieve set too tight. Too much restriction doesn't let the air lift the light material off the chaffer and blow out. Also check that none of the fan blades are missing_bent and that ductwork and fan linkage are OK so you are getting full air to shoe. Main air lift should be at front of shoe. Bean chaff should be spread at least 15 feet wide behind combine. low air will cause all kinds of problems.

as suggested you have an air problem. Check and see IF the fan air choke is OPEN up against the stop screws. I have seen the out side rod for the choke put on backwards with obvious results. Check to see if fan blade cups are coated and choked. MAke sure the panel below stone door is not leaking and allowing debris to flow into fan and thus into tank.

What year and model machineIJ If shoe system all checks out you may need to find out why shoe is getting overloaded. How many reverse bars, condition or height of helicals threwout, cylinder bar condition, good square edge on chopper blades or knotched discharge beater blades outward, any hyperizing doneIJ Maybe with a few more glues a guy can put a finger on your problem.
