Its got to be the governor.Check to see if the governor lever moves when you rev the engine. Thats got to be fixed,full rpm on a dry start, it can't be good for a engine.

Different set up but when throttle cable broke on A2 it went to full throttle.Cable was used only to slow it down.They are limiting speed governors not variable speed like a tractor.
