The condensor fans run when the A_C clutch is engaged and kicks out when the clutch kicks out. If you system is low the compressor will run all the time trying to cool your cab so the fans run to until it is so low that the clutch won't kick in, so a little more freon will might do the trick. I would defenitaley put the guages on it to make sure it not electrical.

If you havent already fixed the problem you might check the relay next to the fans for maybe a short and also check where the power wire runs from the motor to see if someone may have wire it in directly, when the coolent in the l and l2 we run is low enough to not cool the compresser never kicks on.
