The fitting you describe is the return fitting. The ball is a check valve or prepressure valve. It is not a positive seal as the washer is tear shaped. What happens is a bit of the elastocast washer off the gov retaining plate flakes off and pluggs this hole and shuts down the pump. One can wait afew minutes and it will restart, run a few minutes or seconds and shut down again. Removing the ball and spring and washer removes the restriction and allows the pump to again charge the pumping cylinders. The main need for this is in non flat applications such as 4020 3020 deeres as it prevents the gov housing from running dry. Depending on who you talk to the fitting is not necessary on most AC application. There are probably more running without the ball than with. Some say it smooths out a low idle. I havn't seen this. What ever the case the tear shaped orfice will trap the rubber debris and shut her down.
