Do you have A_C gaugesIJ Where exactly is the ice formationIJ Systems can get saturated with moisture and freeze shut expansion valve opening. This will cause the low side pressure to quickly go into vacuum and can be verified with gauges. Other ideas: low charge can form ice on front part of evaporator. When it is working is the return hose close to compressor cold and sweatingIJ This will tell you the charge level or if you still have R12 and sight glass you can check that. Bad temperature bulb or switch will freeze evaporator till blower air can not flow. Gauge readings are very important to diagnose.
Thanks for the reply, ac is not my expertice. The return hose is not cold, I do not have gauges, the ice is on the expansion block. I will try to get a guy to come out and check it out. It may just be low on freon.
