RW, Sounds like the idler pulley is out of alignment. The bolthead that holds the pulley on is thicker on one side than the other (notice a triangle on the head). By turning this the pulley's running angle will change. Also check your bushings in the pulley arm and some models had adjustment where the arm pin mounts on the throat. I have also seen the top pulley work off the hex shaft. I once changed the spring tightner hook (pulley arm)to the other side of the bracket to help against side loading the pulley tightner arm. If it is a alignment problem remember to run it both directions when aligning. Good luck
