I think the first thing I would do is go to the sending unit on top of tank. I would remove center wire to watch threw window what display is showing. It should go high or low. Then touch wire to base of sending unit and then tin work surronding tank. Both these steps should give opisite reading. I believe in about '95 the module would tell you that you have a fuel level sender fairure. Earlier ones I would test as above. If no change I would suspect wireing or module. To isolate you would have to locate the wire in plug going to module so you can manupulate as described above. If you could probe wire as plug to get a digital voltmeter reading it should read the same as back at sender. If all else fails I imagine your in for a module rebuild.
