Hello there! On a gen II fcb (floating cutter bar) head you should have four leaf spring assy on a 13'. There should be a channel shaped bracket with 3_8" bolt through it. You want this bracket on the bottom side of the spring assy. to be in the float position, if it is on the top side it locks the bar rigid for wheat or milo. Behind that bracket will be two strap irons with two 3_8" bolts through them vertical. You loosen the two bolts and pound the straps forward to increase tension (raises the sickle bar)or back to decrease tension (lowers the bar). Usually tap back until the (fcb) chain gets tight and then tap forward to slightly loosen the chain (FCB) will then float easy. Adjust all assy the same tension except usually the lH. end of the bar should be higher to avoid digging. The (FCB) can make a great earth mover, if out of adjustment. I probably made this sound harder then it is. Have Fun!!
