it is true that lap filler bars are not needed as much today as in the past. However to answer your question,,, lapped filler bars prevent the cob from jumping into the middle of the cyl or else contacting the leading edge of the bar. Where cob break up is occuring the lap bars will help in getting all the corn off the cob. One can also run less RPMS and thus gentler action. They are not fun to put in. The bars are installed so as the direction of cyl rotation forces the bars INTO the leading edge of bar. Cyl RPM above 650 is VERBOTON. (I once was driving a F and customer had not removed lap bars and one of the critters nearly came into the cab with us... major damage. No they do not enclose all the space. lapped filler bars on a SPIKE cyl do. I would not operate a spike cyl without lapped bars. You leave these on all the time and are not rpm limited.
