the releif valve on the variable speed valve is at fault. Check the spring under the poppet, if it is ok mark the number of turns you make as you remove the adjusting plug and when reinstalling it turn in to where it was then in 1_2 turn at a time till the pressure is raised enuff to operate the cyl. About 400 -600 psi is what I remember this to be
