n1 culprit is plug in at header. loosen the line on the COMBINE and see if goes down. IF not it is the plug in coupler. n2 is the poppet, the steel pin can beak loose and not allow the plastic to move off the seat. n3 there is an orfice plate where the hose screws in the valve under an allen plug. A piece of trash floating here can block the flow one way. n4. make sure the lever is adjusted to allow the spool to move to max. n5 make sure the spring is not rusted and coil binding.
