either the chrome is pitted, the cylinder is out of round or the bushing is worn. Replace the oring and back up ring with a polypac cylinder 3" seal or what ever your diameter is.

where do I get this polypac sealIJ Does it work to hone out the cylinder and what exactly is honingIJIJIJ THANKS!

I believe a polypac is what would replace your oring and backup ring. It would likely be more durable. Our parts guys have books on these things but you could check locally at say maybe NAPA store. First I would be sure you are using seal kit from Gleaner and that the oring groove isn't to wide. If there is room for a extra backup washer next to oring then install one. If oring groove is to deep you would be better to find some other kind of seal like polypak or go to salvage and pickup another cylinder. You will not need to do any honing at all with this style cylinder but you best look for damaged chrome or scratch in chrome per Tbran.

GlEANER KIT FOR 3" POlYPAC -71311006 2.5"pn 71183223 both newer style and tougher than original o-ring.at times we epoxy the holes in ram after warming with torch to get rid of oil and have had good results
