Had this same problem on a 1660 that I just bought with what was supposed to be only 1360 hrs. Ended up the pinion gear in the PTO box was ground down completely probably cased by the shaft out of the flywheel being worn as well as the bushing in the flywheel. We also had to replace the hydro pump shaft and drive as the splines were worn half way through. The flex plate also had to be changed as the springs were worn also. This seemed a little excessive for such low hrs.

Something else to check would be the bearings and shaft that mount the pump and pulley assembly. My 1680 was doing this and this is what we found. Also check the alignment. The bracket that mounts the hydraulic pump may be slotted for some slight movement. Does your idler move freely or is it jumpingIJ Be sure to also check the draw bolt inside the spring. The have a nasty habit of wearing groves in them.
