That is the low idle spring screw assembly you found loose. Just tighten the jam nut and you should be OK. Couldn't say much about slowing that engine that much. You would need to change the PTO pulley to one off a N7. Hard to say how it will work. I would say it will be less stressful on that engine at 2600 with 2400 being full load. Good luck
