I would hope utility companies measure them the way contractors measure up bridges. At least high enough to accomodate semi trucks. Any load higher than that and you're tempting fate anyway.

Supposedly anything under 14' will be marked with the height. On a hot day some wires may sag a bit so try to stay away from the low point.
