After you remove the locking nut on the outside of the shaft, get a hammer and chisel or punch. Give it a few gentle but firm taps in the loosening direction. You might shoot some wd40 on the threads first and let it soak for a few minute, then tap it. Make sure your hydraulic pump belt and engine belts are still attached with tension. They help hold the shaft in place while your hammering off the sheave.
