I don't know about a 3 series but on the 2 series if the fuse box on door panel (under controls) lost ground all electrics would quit working. Open door play with latches and usually it would start to work again.

Is there a electric relay behind the doorIJ like a starter relay selenoid if so connect the big heavy wires together if every thing works the relay is bad.

Check the Pump belt first. I had the same thing happen on a F2. Nothing worked except the steering. The pump belt was loose, tightened it up and no problems. Not sure, but I think it is the same as a F3.

Check the relay behind the door under your control panel. We have an F3 that had the same problem. It's a statndard relay available at any parts store.
