I doubt the two problems are related. I would replace the needle and seat in cylinder varible valve on the slow down side if there is no external leaks. For the header leak down you need to pull nylon check valve to see nothing is stuck between it and its seat. Also check second stage poppet in lowering side for broken spring and pieces getting between poppet and seat. You could also have a problem with the needle and seat for the lowering side but I doubt it would be leaking down that fast. There is a seat in there for second stage popper also but I doubt it would give you that fast of a leak down. Some of them seats can be removed and some are loctited in.
