Check the fan blades for dirt buildup, they must be fairly clean, check the air ducts for debri, check the fan belt.it has a 2 position idler, put it to the tightest position.A 78 should be a short shoe air should not be a problem.

Another thing you need to check is the fan chock linkage,if this has been unhooked it easy to hook them up backwards,I believe the operators manual shows a correct picture.

you have some kind of problem. check eng rpm, bring up to what op man sez. Also the FAN SPEED at high idle should be just under 1100 RPM -1000 rpm at rated load. Check the fan choke to see if it is actually RAISING up to hit the upper stop screws evenly when crank is at max air. If all is well it would be hard to keep wheat in the shoe when set at max air with out tremendous loss ( unless one has a 100+ test weight!) Finally, CHECK the SPlITTER; there are line up and check holes on most late models to be sure the splitter is straight and in the proper location to divide the air for proper shoe and walker volumes. If you suspect this is the problem there are blue prints and bulletins galore on this subject down through the years available at dealers .
