Combines larger tires needed

I would recommend going to a wider rim. The rim used on the 23.1x26 is 20 inches wide, while the 28lx26 requires a 25 inch wide rim. You might be able to mount the 28lx26 on the 20 inch rim, but the tire will be very round across the tread foot print.

Since I want a larger footprint to elimate tracking, don't I want the tire to be more round at the footprintIJ Or should it be crowned for tractionIJ

You want to be as wide as the tire manufacturer recommends, and in some cases wider. As far as I know, you don't have much risk of damaging the tire if the rim is a little wide, but too narrow of a rim is a common reason to have tire trouble.
