If the head is flexing any then you are unlocked. To lock the head first raise the head and install the safety lock. If you look under the head there will be a series of runners which carry the cutterbar. If you push the bar up there should be a strap that is bolted with 2 bolts accross the runner. There is also a pin in each end of the header on the outside of the sheet. My suspision is that if the head had been pinned before for some period of time you need to most likely free up all the piviot points and probably adjust the leaf springs. Get an operators manual it will walk you thru the correct procedure.
