You have done a very good diagnostic evaluation, and per a rare experience like this we had many years ago, have it pegged. The Denzo's, Nippon or otherwise, have a start and high speed winding, you have bypassed the start_shunt speed and gone straight to the direct winding. Either rewind, find a used one, or pop for a reman or new - that information was a 'duh' huh. If you could diagnose this problem you probably already have it fixed by now.

look close at flywheel teeth and then turn engine over a bit to compare. Sometimes the teeth can get rather damaged in the area engine usually comes to a stop. Also be sure starter drive gear teeth are OK where it butts up against flywheel teeth and be sure starter gear freewheels one direction. We will usually clean all grease from drive gear slide to prevent it from sticking when dirt and grease mix. Good luck
