First check your air choke. At max air it should touch both stop screws lh and rh at the same time; at this position adjust cable to give your index no. in cab max no. Just cause it says 6 or 7 don't mean it's so. Second check your accel. roll lugs. You should not have air problem in wheat unless light test wt. wheat. Make sure top chaffer is open to fact. setting or just a tad under. Now as to small seeds kit. Yup you need it in light seeds. It consists of a metal flap that goes in both air ducts. It restricts approx. 50% of air. You can flip closed one or both and extra blanks are included to block off even more air.
