We've never shimmed bars on these rotaries and I'm with you in thinking it is not that critical. Of course if someone is going to try get more us out of very worn bars they may spend the time to shim. If cylinder has been clobbered with rocks it could have bent things to point that shiming is needed if not replacement of major parts. If were talking old P1 systems the tube could end up bent which would be better to straighten tube than shim bars. If you were to check difference between bars I would think you should be within 1_16" range if things aren't bent up.
