I thought the gov. kit was to keep the enginge from surging at idle wich would wear out main drive belts and the bearing on the pto and mainshaft bearings.

Is that the reason for such a high idle speedIJ I would like to set my R60 to about 600 rpms for engaging separator etc but the fuel shutoff kicks in at anything below about 1100. Tom in MN

Spring kit was for that exact problem. I believe the one we were to change had the 3 spring setup and we installed the 4 spring. I have 4 spring setups do the same thing after nearly 1000 hours. I have snuged the governer springs and set the RPMs back down to help the problem when in a pinch. Pump should be pulled to have spring kit installed, gov. gaps checked and rubber snubbers installed. Do it before you have to buy a main drive belt and whatever else it could take with it. Good luck.
