Sounds to me you are going to have to remove header lift valve. Raise side will have to be pulled apart to check for junk in orfices or orfices come loose. Check for loose seats or bad seals. Clean up well and try again. You said that other functions work perfectly well when cold or hot. You did check pump flow and presure with hot oil.

there should be a small bolt and jam nut on the side of the valve stack turn it out slightly untill the header speed is fast enough
