We had a 1440 rotor several years ago which had the welds come loose on an inner bulkhead. We had to cut an opening and move the loose bulkhead over to it so we could grind off the remainder of the welds on the outer ring of the bulkhead. Then we drilled holes an inch or so ahead of where it had been installed and rewelded it in that spot. It's not usual for these to come loose, but only a very small hole is required to get dust into the rotor. This can build up in one area and clump together. Balancing is impossible unless the rotor is cleaned out. Hope this helps.
