A few things to consider: 1. Review rotor belt replacement procedure to make sure it was done correctly. 2. Make sure torque sensing unit is operating effectively. Could be worn spot on ramps, not allowing sensing unit to operate properly; old grease buildup causing it to stick, or maybe a weak spring (this happened to me). I replaced the spring with a new one which is supposed to be more responsive and it solved my problem.

You say that you plug up, do you kill the engine or does the rotor just stopIJ Do you have a regular or specialty rotorIJ Dust makes the belt slick make sure that the torque sensing items that north1 referred to are in good shape. If the stems are green and its wadding up you may have to speed the rotor up and decrease your concave clearance to keep the material moving.

Yes,too slow of rotor speed and too wide of concave spacing will kill the flow of stemmy crops through a rotary machine.

While it is true that speeding up the rotor and closing concave will help tough material flow, I would NOT recommend this in dry beans. You will not be left with any good beans in your tank.
