No, both limit switch's are not limited out.

Switch the two and see if it still will only go the one way

Hay i just put on a new belt on one my 1688 same problem. The fix was a new limit switch on the increase side. To test this unhook the switch and hook the two wires together with a small screw,then try increasing your rotor speed. The switch worked fine on mine befor the belt change too. make sure the thread is clean but it is pointing to one of the switchs now it may work for the start and then break down when it warms up
