yes this little filter feeds valve srack which is both cyl, plus everything in valve stack. if you raise to about three quarters up then slows down or stops, it is probsably a relief. if it raises slow at idle and raises faster at high idle it is probably a aux. hyd. pump. no the filter is probably not the problem. make sure belt is not slipping.
