I have found that the header lifts easier when the hydralic oil is cold. After it warms up then you have to idle it up to get it to lift the head. I'm pretty sure that's normal. We had a pump go out and after about a half hour or less of use the pump wouldn't even begin to lift the head. Hope that helps, Part-time
Check the relief valve for the hydralic system; a weak, broken, or missing spring(s) will prevent the pump from developing pressure. Not familar with F3 but if it has rate of raise_lower adjustments on header lift valve you may want to check those.
