You can plumb in a gauge right at steering line to cylinders to see what you get. I'd jack up rear frame to get spindles and axle pivot hanging. Then grease until your positive friction surfaces are coated. Might need to drop spindles out to clean out if they had a period of their life without grease (common). Tilting the steering wheel can make it stiff if universal joint just ahead of a-c vent in steering post is rusted. Remove vent to spray some chain an cable lube on joint and it will work into friction area.
